It did not appear to be brand new as there was discoloration on the rubber stamps as though water based ink had been used on them or they were stored in an extremely dirty environment and the item was not in the original cellophane packaging. The shipping was in plain cardboard and the tape sealing the two sheets of cardboard packaging was coming loose. Luckily, no stamps were missing. I would not purchase additional items from this seller. Value was okay for condition
